1. Goals and Objectives
1.1. Individual tournament among the strongest sportsmen.
1.2. Popularization and further development of paragliding.
1.3. Exchange of experience and strengthening of friendship among sportsmen.
2. Dates, Location and Agenda of the Championship
2.1. Dates of the competition: June 25 - July 01, 2007 .
2.2. Location: Sorakh mountion, the Republic of Khakasia , Russia .
2.3. Agenda:
June 25, 2007 – testing flights; all necessary documents are accepted;
June 26 - July 01, 2007 - Open Ceremony and Flights according to the Program of the competition;
July 01, 2007 - С losing Ceremony and Departure to Abakan .
2.5. The date of a day-off is defined by the decision of the Chief Referee's Committee (CRC).
3. Administration of the Championship
3.1. Main organizers of the Championship are:
• Paragliding Club "Fifth ocean"
• Government of the Republic of Khakasia
• ROSTO(DOSAAF) of the Republic of Khakasia
3.2. The Championship is held under the overall control of FAI, UF FLAR and the Council of Physical Activities and Sports of Republic of Khakasia.

4. Terms and Procedure of Application Submission
4.1. Participants are admitted to the Championship on the basis of preliminary applications which can be found on the website http://www.parasayan.ru. After the application is received, it is considered by the organizers. If it is approved, an applicant is sent a bill to pay a contest fee. The application is considered submitted only when the money is on the account. The deadline of application submission is June 20, 2007 (this condition is necessary to define the exact number of participants, to arrange the camp and to settle transportation issues).
5. Requirements to Participants
5.1. The “Cup of Khakasia 2007” championship consists of the individual and team tournaments. A team should consist of not more than six pilots who are residents of the same location/country . Scores of a team will be calculated by daily best results of 3 pilots of a team.
5.2. At registration participants must present the following documents:
• Passport or any identical document;
• FAI license;
• Receipt on conformity of a paraglide and equipment with the technical requirements.
5.3. A mandatory local insurance is made at the place of the competition due to the contract with the Ministry of Emergency Measures on emergency assistance and evacuations (if necessary) by a helicopter. The local insurance fee is approximately €30.
5.4. Participants' minimum age is 16 years.
6. Contest Fees and Other Payments
6.1. A Contest fee is €30. The contest fee must be made in full by June 20, 2007 6.2. Contest Fee includes:
Costs of organization and refereeing of the competition;
Costs of medical service of flights;
Expenses on transportation for delivery sportsmen to the starting point and picking them up from the route.
Participants can be transferred Abakan – Sorakh – Abakan on June 25. The departure from Abakan airport at 10:00 a.m.
6.3. In case of force majeur and non-cup-tie of the tournament for the reasons independent of the organizers, the Contest Fee is not refunded.
6.5. Upon preliminary requests participants can be served meals for €6 per day.
6.5. The deadline for preliminary requests for the transfer and meals is June 20, 2007.
6.6. In the camp sportsmen live in their own tents. The electricity to charge batteries is available.
7. Requirements to Paraglides and Equipment
7.1. The CRC has the right to check paraglides and equipment before and during the competition. If the CRC decides that the condition of a paraglide and equipment is poor, a participant will be disqualified.
7.2. Participants must have radiostations with the safety frequency of 144-146 MHz, charging devices and GPSs.
7.3. For all GPSs, participants should provide a connection cord with a PC.
8. Competition Program
8.1. Exercises of the competition are established according to the FAI Sports Code:
• Flight for an open distance (through turning points);
• Flight to the target (through turning points) - scores are counted for a distance and time (for pilots inept to reach the target, scores are counted only for a distance);
• Flight to the target (through turning points) - Race (the beginning of timing is the 1st start, the result is counted according to the order of finishing).
9. Regulations of the Competition
9.1. The Championship is held in accordance with the documents regulating paragliding sports, FAI Sports Code and the given Regulations.
9.2. Before the opening of the Championship, 3 consultants are selected among the most experienced sportsmen to assist the CRC in the composition of exercises.
9.3. Before the opening of the Championship, the briefing on GPS control rules is held.
9.4. The Championship is considered played, if 3 competition days are finished.
9.5. GPS-Controlling is made in the program “CompeGPS” according to the FAI rules:
• After a landing, a GPS is handed in to the CRC within the timeframes established by the Chief Referee.
9.6. Score calculation is made in program “RACE-2000”.
10. Fines and Penalties
10.1. Fines and Penalties are imposed by the CRC depending on the character of rules' violation according to the FAI Sports Code and the given Regulations.
10.2. For the violation of the established regulations of the flight and safety rules, a pilot is debarred from the competition and is offered a disqualification.
10.3. Complaints are submitted during 2 hours after the official publication of the results. The complaint's submission fee is €30.
11. Additional Measures on Safety Insurance
11.1. All participants are given an opportunity of testing flights to develop piloting and gliding skills and techniques around the place of the competition. A seminar on safety insurance is held before the beginning of the competition.
11.2. The direction of turns in dynamic and thermal zones of soaring in the starting area is determined before every round and it should be strictly observed.
11.3. All pilots must fly in protective helmets with emergency parachutes.
11.4. Every sportsman takes a personal responsibility for the appropriate preparation for a flight, safety insurance of a flight and for the choice and process of a landing. All sportsmen in the air must be extremely careful and take precautions against any threat to a flight safety.
12. Competition Results and Awards
12.1. Sportsmen who take places 1-3 are awarded prizes.
12.2. The Competition Report is sent to FAI within 10 days after the official ceremony of closing of the Championship. |
